On March 28, Taal Volcano in southern Luzon, Philippines, erupted without warning, with volcanic ash rapidly spreading in all directions. Just three days later, Canlaon Volcano also erupted, worsening an already challenging situation. The volcanic ash caused numerous problems for the port, including reduced visibility, making ship docking and undocking dangerous and prone to collisions. Additionally, the silica-rich particles in the volcanic ash eroded ship engines and port equipment, leading to reduced engine performance and frequent equipment failures, severely impacting cargo handling efficiency.

Amid the lingering tension from the volcanic eruptions, a cargo ship encountered an accident in Philippine waters on March 30. While sailing in Manila Bay, approximately 5 nautical miles northwest of Limbones Island in Nasugbu City, the ship's foredeck suddenly erupted in flames, engulfing the entire vessel. The Philippine Coast Guard swiftly responded, with PCG patrol ships and Maragondon Coast Guard boats rescuing several crew members who jumped into the sea, transporting them to hospitals for treatment. The cause of the accident is under investigation.

For dry bulk ships traveling between Southeast Asia and East Asia, Batangas Port is an ideal stopover. The port has optimized its facilities to shorten the distance from unloading to production, reducing logistics costs. This "port-industry logistics model" further promotes regional economic development. Additionally, the port is surrounded by over 40% of the country's manufacturing capacity, with companies like Toyota and Samsung relying on Batangas Port for exports of electronics, clothing, and toys.

As one of the key ports on the Southeast Asia route, Batangas Port is strategically located with moderate distances to many major ports. It is 97 nautical miles north of Manila, 735 nautical miles northwest of China's Guangzhou Huangpu Port, 850 nautical miles to China Hong Kong, 277 nautical miles southeast of Legazpi Port, 274 nautical miles south of Iloilo Port, 311 nautical miles to Cebu Port, 441 nautical miles to Zamboanga Port, and 1,450 nautical miles to Singapore. The port area is spread along the northern coast of Batangas Bay and has several function-specific docks:

  • Batangas City Government Dock: In the southwest, close to the city, with a "fork"-shaped breakwater. Three 15-meter-wide berths: Berth 1 (128 m, 10.5 m depth), Berth 2 (153 m, 10 m depth), Berth 3 (84 m, 5 m depth), serving small and medium-sized bulk carriers for loading and unloading.
  • Texaco Refinery Dock: At the northern top of the bay on the west side, with a "T"-shaped dock, 84 meters long and 13 meters wide, with mooring posts on both sides and 14 meters depth, accommodating 230-meter tankers with a 12.5 m draft. Also has an island berth (16 m × 13 m), with two mooring posts 91 m apart and 27 m depth, for 200,000–300,000 DWT tankers, efficient for bulk cargo handling.
  • Other Docks: Include the Flour Mill Dock (south of the Shell Refinery Dock, for 150 m bulk carriers with a 13.7 m draft) and the Batangas Dock Company Pier (on the west coast, pier-type, for 213 m vessels with an 11.9 m draft). Though shorter, these docks play a key role in break-bulk cargo transport.

    • 德士古炼油厂码头:在港口之西,海湾北顶位置。码头呈 “T” 形,长 84 米,宽 13 米,两侧另有系泊柱,水深 14 米,可靠泊长 230 米吃水 12.5 米的油轮。另有海上岛式泊位一个,长 16 米,宽 13 米,两端各有系泊柱一个,相距 91 米,前沿水深 27 米,可靠泊 20 - 30 万吨级油轮,具备高效装卸大宗散货的能力。
    • 其他码头:八打雁港内还有面粉厂码头(位于壳牌炼油厂南,可靠长 150 米、吃水 13.7 米的散货船)、八打雁码头公司码头(在西岸,墩式,可系长 213 米、吃水 11.9 米的船只),这些码头虽然长度较短,不过百米,但同样在杂散货运输中发挥着重要作用。

Batangas Port is a commercial port and a feeder port for Manila Port, primarily handling petroleum products, containers, agricultural products (such as sugar and coconuts), and minerals. After its 2019 upgrade, the port has become a southern trade hub in the Philippines, focusing on energy transportation while also handling bulk cargo, containers, and passengers. Since opening international transport services in 2010, Batangas Port has equipped itself with modern container terminals and cranes, with an annual handling capacity of 400,000 TEU, becoming a key hub for raw materials and finished product imports and exports for Japanese companies. The port is a deep-water port with channels and berths over 15 meters deep, accommodating ultra-large dry bulk ships (up to 200,000–300,000 DWT) and large container ships and tankers. However, the passenger terminal suffers from management issues, such as "unofficial helpers" harassing tourists, ferry overloading, and delays, which not only affect its reputation but may also conflict with freight operations, reducing overall efficiency.

The port is equipped with gantry cranes, reach stackers, portal cranes, grab cranes, and conveyor systems for efficient handling of various cargoes. It also offers ship fueling stations (heavy oil and diesel) and freshwater supply points, meeting the needs of bulk carriers. Additional services include captain procurement, crew changes, port fee settlements, and spare parts. The port has open storage areas, warehouses, and refrigerated storage facilities for long-term storage. The port area is equipped with several azimuth thruster tugs (up to 60 tons), providing round-the-clock ship berthing and unberthing services, with an average pilot waiting time of about 2 hours, supporting nighttime operations.

The main channel of Batangas Port has a depth of 23.2 meters (approximately 76 feet), maintained through regular dredging (about 500,000 cubic meters annually). After the 2024 upgrade, the channel width was expanded to 400 meters, supporting two-way navigation. The outer anchorage has a depth of 21.6 meters and can accommodate up to 10 100,000 DWT bulk carriers, equipped with dynamic positioning systems (DPS) to assist large vessel maneuvers. The inner anchorage, with depths of 15–18 meters, primarily serves medium and small container ships and roll-on/roll-off vessels. Batangas Port experiences semi-diurnal tides with an average tidal range of 1.0 meters and a maximum of 1.5 meters, which helps stabilize port operations and vessel stability during loading and unloading.

In recent years, the Philippine Ports Authority (PPA) has attracted shipping companies through port fee discounts, gradually increasing cargo volume. As a mineral transshipment node in Southeast Asia, Batangas Port offers "unloading - screening - reloading" one-stop services. In 2023, new container berths and yard renovations further unleashed its throughput potential. The port continues to improve its infrastructure, equipping a vessel traffic management system with four radar stations to monitor and guide vessel movements in Batangas and Balayan Bay. However, the port faces challenges such as narrow internal roads and inefficient connections to external highways, affecting cargo distribution speed, as well as passenger terminal management issues (e.g., ferry overloading and delays) that may occupy freight resources and reduce overall efficiency.

As an alternative to Manila Port, Batangas Port attracts shipping firms with docking fee discounts, aiming to handle 30% of Manila's cargo to cut vessel operating costs from Manila's aging equipment and low efficiency, and to ease its congestion. Industrial parks around the port drive the import of raw materials and export of finished goods, forming industrial clusters with significant annual exports of automobiles, spare parts, and raw material imports.

II. Hydrological Parameters of Batangas Port

Batangas Port is influenced by the northeast monsoon (October to March) and the southwest monsoon (June to September). During the northeast monsoon, wind speeds range from 5 to 10 knots, while the southwest monsoon brings stronger winds of 8 to 12 knots. The climate is warm year-round, with an average annual temperature of 27°C, peaking at 33°C and dropping to 24°C, with no significant seasonal temperature differences. Annual rainfall is about 2,000 millimeters, with the rainy season (June to November) characterized by frequent fog, especially in the mornings and evenings, affecting vessel movements. The dry season (December to May) offers good visibility, averaging over 10 kilometers. The rainy season accounts for 80% of annual rainfall, with short, intense showers, while the dry season is drier with occasional typhoon-related heavy rain. Typhoon season (July to September) sees 2–3 typhoons annually, with maximum wind speeds reaching 185 kilometers per hour. During typhoons, vessels anchor outside the port, causing congestion, but the port mitigates risks with breakwaters and typhoon warning systems.

The port experiences semi-diurnal tides with an average range of 1–1.5 meters, minimizing tidal impact on operations. The channel and anchorage are primarily composed of silt and sand, while the dock area has a rocky foundation, facilitating construction. The surrounding area is mountainous, with Batangas Bay sheltered by the Makiling Mountain Range, reducing wave impact. The Verde Island Passage is a global biodiversity hotspot, and port operations strictly limit pollution to protect coral reefs and marine life, emphasizing environmental sustainability.
