各航运企业、船员船管公司：

In light of the ongoing tense situation in the Red Sea, which has significantly impacted maritime security in surrounding waters, the Gulf of Oman, Strait of Hormuz, and Persian Gulf—as critical international shipping routes—demand heightened vigilance. Comprehensive and timely vessel tracking in these areas is essential for safeguarding China’s shipping industry and national interests.

Pursuant to requirements from national authorities, the China Shipowners' Association (CSOA) hereby establishes a Mandatory Vessel Reporting System. All concerned entities must submit vessel movement data for ships transiting the Gulf of Oman, Strait of Hormuz, and Persian Gulf effective immediately.Please submit relevant data as per the notice from today.

鉴于红海当前形势持续紧张，对周边海域航运安全产生了广泛且深远的影响，阿曼湾、霍尔木兹海峡、波斯湾作为重要的国际海上通道，其船舶航行安全及动态信息的掌握对于保障我国航运业稳定发展、维护国家利益至关重要。

中国船东协会按照国家主管机关要求，为全面、及时准确掌握航经阿曼湾、霍尔木兹海峡、波斯湾海域船舶动态资料，维护航向安全，建立船舶报告制度，请各航运企业、船员船管公司看通知后，从即日开始， 向中国船东协会报送航经阿曼湾、霍尔木兹海峡、波斯湾海域船舶动态资料。现将具体事宜通知如下：

I. Reporting Requirements

一、报送内容

1、Historical Data Submission：Please urgently submit vessel transit data for the Strait of Hormuz covering the full year 2024 and January through May 2025 (with 2024 and 2025 data submitted separately), including: the number of transits (counting each round trip as two transits); vessel flag state (Five-star Red Flag, Hong Kong Flag, or Flag of Convenience - noting that Flags of Convenience must specify the country of registry); vessel types (such as tankers, container ships, bulk carriers, general cargo vessels, Ro-Ro ships, LNG carriers, LPG carriers, chemical tankers, etc.); cargo volume; and other relevant details (see attachment for specifics).

1、统计历史信息：请尽快报送2024年全年以及2025年1月- 5月份通过霍尔木兹海峡的船舶信息（2024年与2025年分开统计），含：船舶艘次（往返算2次）、船舶船旗（五星旗、香港旗、方便旗，注：方便旗也需区分不同国家方便旗）、船型（油轮集、装箱、散货、件杂货、滚装、LNP、LPG、化工等各类船型）、运量等（详见附件）；

2、Real-Time Daily Reporting：Report daily for vessels transiting the Gulf of Oman, Strait of Hormuz, or Persian Gulf on the day of transit.

2、实时报送信息：自本通知发布之日起，每日报送船舶当日航经阿曼湾、霍尔木兹海峡、波斯湾海域的实时动态信息；

3、Designated Contact：Appoint a dedicated representative to manage submissions.

3、请指定专项联系人负责对接此项事宜。

II. Daily Reporting Specifications

二、每日报送船舶动态相关要求

1、Reporting Window

Begin reporting when entering the above zones; cease after departure.

2、Frequency

Submit updates at least once every 24 hours.

3、Deadline

Reports must be sent no later than 1800 Beijing Time daily.

4、Required Data

Company name；Vessel name；IMO number；MMSI number；Vessel type；Flag state；Port of departure；Port of destination；Estimated entry time；Estimated exit time；Crew count；

1．报送时机：船舶进入上述区域前开始报送，船舶离开上述后取消报送。

2．报送周期：每 24 小时报送一次。

3．报告时间：每天 1800（北京时间）时前报送。

4．报送内容：单位、船名、IMO 号、MMSI 号、船型、船旗国、始发港、 目的港、计划驶入时间、计划驶出时间、人数等。

5．报送方式： 电子邮箱。
