On the early morning of December 4th, a fishing boat caught fire near the Wushi Oilfield off the west coast of the Leizhou Peninsula in the Beibu Gulf, South China Sea, resulting in 6 fishermen in danger. After 2 hours of emergency rescue, all 6 people in danger were rescued.

Coincidentally, on December 2nd, a car carrier caught fire off the coast of Johor, Malaysia. The ship was en route from Port Klang to Kota Kinabalu, carrying 19 crew members, 18 Filipinos, and 1 Malaysian. After receiving the alarm, the Malaysian Maritime Enforcement Agency (MMEA) immediately dispatched two patrol boats and a water police boat to the scene, and all 19 crew members were rescued.

Ship fires are one of the main causes of ship accidents. In the dry autumn and winter seasons, it is a high-incidence season for ship fires. It is necessary to have a certain understanding of knowledge about ship fire prevention and emergency handling.

12月4日凌晨,一艘渔船在中国南海北部湾雷州半岛西侧乌石油田附近海域失火,致6名渔民遇险,经搜救中心2个小时紧急救援,6名遇险人员全部获救。

无独有偶,12月2日,一艘汽车运输船在马来西亚柔佛州海岸起火。该船正在从巴生港前往亚庇的途中,载有19名船员、18名菲律宾人和1名马来西亚人。马来西亚海事执法局(MMEA)接到警报后立即派出两艘巡逻艇和一艘水警船前往现场,19名船员全部获救。

船舶火灾是导致船舶事故的主要原因之一,秋冬季节天干物燥,是船舶火灾高发季节,关于船舶火灾预防及应急处理方面的知识需要有一定的了解。

Crew Emergency Measures

船员应急举措

1.Any crew member who discovers a fire on board should immediately report to the bridge. If it is a fire of general combustible materials or a small range, they should call for help while using the nearby fire-fighting equipment, targeting the category of the fire for rescue, and strive to prevent the spread of the fire. Otherwise, they should try to close doors, windows, vents, and systems, evacuate flammable and combustible materials, cool the hull and deck with water to prevent heat transmission. At the same time, report to the bridge the location of the fire, the type and range of the fire, the measures taken and the results.

1、任何船员在船上发现火灾后,应迅速向驾驶台报警。如果一般可燃物质起火或范围不大,应一边呼救,一边使用火场附近的灭火器材,针对火的类别进行施救,力争能阻止火灾蔓延。否则应尽可能关闭门窗、通风口及系统,疏散易燃、可燃物质,用水冷却舱壁及甲板,防止热量传播。同时向驾驶台报告起火的地点、火的种类和范围、已采取的措施及结果。

2.After receiving the report, the bridge should immediately issue a fire alarm emergency signal, and at the same time, use amplification equipment to broadcast the location of the fire. All crew members should carry the fire-fighting equipment specified in the emergency deployment table and quickly go to the scene, check whether the fixed fire-fighting system is used, and obey the captain's command.

The engine room should ensure that the fire pump outputs water within 5 minutes after the alarm is issued.

After receiving the fire alarm, the bridge should promptly record in detail in the ship's log the time of the fire, the exact ship position, the type of fire, the location, the discoverer, and other situations. To prevent the spread of the fire, the ship should slow down or reverse, placing the fire point in the downwind direction, using the wind to blow the flames outboard. During the operation, the ship should approach shallow water areas.

2、驾驶台在接到报告后应立即发出火警应急救火信号,同时可用扩音设备广播失火地点。所有船员均应按应变部署表上所规定携带的消防器材,迅速赶赴现场,检查固定灭火系统是否使用,要听从船长命令。

机舱应确保警报发出后5分钟内消防泵出水。

接到火警信息后,驾驶台应及时将火灾发生的时间、准确船位、火灾种类、地点、发现者等情况详细地记入航海日志。为防止火灾的蔓延,船舶应减速或倒车,使着火点处于下风,利用风力将火焰吹向舷外,操作过程中应使船舶驶近浅水水域。

3.After the scene commander arrives at the scene, they should first order to close the vents, investigate the fire situation, clarify the source and location of the fire, the amount of combustible materials, whether the direction of flame spread threatens people's safety, etc. For flammable and explosive items, they should be quickly evacuated or isolated and cooled to prevent the disaster from expanding and report the investigation situation to the bridge at any time.

After clarifying the fire situation, according to the characteristics of different parts such as the engine room, cargo hold, and living quarters, take isolation, cooling, and other measures to prevent the spread of flames, and at the same time, concentrate efforts on extinguishing the fire.

3、现场总指挥到达现场后,首先要命令关闭通风口,侦察火情,查明火源及部位、燃烧物的数量、火焰蔓延方向是否威胁到人的安全等。对易燃易爆的物品,应迅速撤离或采取隔离冷却等措施,以防灾情扩大并随时将侦察情况向驾驶台报告。

在查明火情后,根据机舱、货舱、起居舱等不同部位的特点,以隔离、冷却等措施防止火焰蔓延,同时应集中力量进行扑灭。

Emergency points for different fire locations

不同起火部位应急要点

1.Engine room. First, close the in and out valves of fuel and vents, cut off the source of fuel and air, interrupt the source of combustible materials and oxidizers, and at the same time, use water guns to cool the equipment, oil tanks, hull, etc., that may spread to prevent the disaster from expanding. If the air bottle is threatened by fire, take pressure reduction and exhaust measures to prevent explosions.

If there are closed conditions, send a signal to notify all personnel to evacuate the engine room. Stop the main engine and generator operation, stop the boiler combustion, close ventilation and openings, activate the fixed fire-fighting system, and inject CO₂fire extinguishing agent to achieve the purpose of extinguishing the fire.

Note: In the engine room fire extinguishing, do not hesitate and miss the opportunity. If the fire lasts for a long time, it will cause the fire to expand and the engine room temperature to rise, increasing the difficulty of rescue. This is because after the temperature rises significantly, the injected CO₂cannot be reduced and is taken away by the airflow, failing to achieve the effect of suffocation. The release of CO₂should inject 85% of the CO₂required for engine room fire extinguishing at one time within 2 minutes, and only fast operation can effectively control and extinguish the fire.

1、机舱。首先应关闭油料的进出阀门和通风口,切断燃料和空气的来源,使可燃料、助燃物来源中断,同时利用水枪对可能蔓延到的设备、油柜、舱壁等进行冷却,以防灾情扩大。 若空气瓶受到火的威胁,还要采取降压排气措施,以防爆炸。

若具备封闭条件,则应发出信号,通知所有人员撤离机舱。停止主机、发电机运转,锅炉停止燃烧,关闭通风及开口,启动固定灭火系统,放入CO₂灭火剂,达到灭火的目的。

注意:机舱灭火,绝不可犹豫不决,贻误时机。起火时间久了将会造成火势扩大和机舱温度升高,增加施救困难,这是因为温度大大增高后,灌入的CO₂无法下降,反被气流带走,达不到窒息的效果。施放CO₂应在2分钟内将机舱灭火所需的CO₂量的85%一次全部放入机舱,只有快速操作才能有效控制和扑灭火灾。

2.Cargo hold. If a fire is discovered in the cargo hold during navigation, immediately close the mechanical ventilation and all openings of the hold, and then extinguish the fire with the CO₂fixed fire-fighting system. If there is no CO₂fixed fire-fighting system, according to the nature of the cargo, water can be used to start the fire pump to extinguish the fire with water.

If a fire breaks out during the loading and unloading process in the port, the cargo hold cover is open at this time. If water can be used for rescue according to the nature of the cargo, use water to extinguish the fire. When extinguishing the fire, consider the buoyancy and stability of the ship; if water cannot be used for rescue, quickly seal the hold, close the passageways and openings, inject fire extinguishing agents, and suffocate the fire. All personnel who go down to investigate the fire situation must wear respirators, wear fireproof clothes, fasten safety belts and fireproof ropes, and use explosion-proof lights. Personnel should advance under the cover of water guns, and there should be a dedicated person outside the hold to guard the personnel who go down. Personnel should walk in a low posture and explore forward in the hold.

2、货舱。航行中发现货舱起火,应立即关闭机械通风及该舱所有开口,然后用CO₂固定灭火系统灭火。无CO₂固定灭火系统,根据货物性质可用水施救启动消防泵用水灭火。

港内装卸货物过程中起火,这时货舱盖正打开,如果根据货物性质可用水施救,应用水扑救,救火时应考虑到船的浮力及稳性;如不能用水扑救,则应迅速封舱,关闭通道及开口,注入灭火剂,使火窒息。凡下舱侦察火情人员必须带上呼吸器,穿上防火衣,系好安全带和防火绳,使用防爆照明灯。人员在水枪掩护下前进,舱外应有专人对下舱人员进行守护。人员在舱中行走,以低姿势探索前进。

3.Living quarters. Quickly close doors and windows, cut off ventilation to prevent the wind from helping the fire spread downwind. Cool the surrounding hull and deck to control the fire within a certain range. If there are plastic decorative materials in the cabin, they are prone to produce toxic gases when burning, and firefighters should pay attention.

3、起居室。要迅速关闭门窗,切断通风,以防止风助火势向下风蔓延。要冷却四周的舱壁和甲板,将火控制在一定的范围之内,舱室内如有塑料制成的装饰材料,燃烧时易产生有毒气体,救火人员应予以注意。

4.Deck. Deck fires are usually caused by oil overflow or oil pipe rupture or the combustion of dangerous goods on the deck. When extinguishing deck fires, first stop oil transfer to stop oil overflow and close the oil valve. At the same time, use foam to isolate the fire and then cover it.

If you cannot isolate the fire from the surroundings, push it from the downwind direction to the upwind direction, extinguishing piece by piece, or use dry powder to spray from the upwind direction, but pay attention to the wind force to prevent loss.

For closed oil hold openings, cover with foam or spray water to cool, avoid oil evaporation, and prevent the fire from expanding. If there are dangerous goods on the deck, they should be moved away or isolated.

4、甲板。甲板上的火种,通常是由油类溢出或油管破裂或甲板上危险货物燃烧而形成的。灭甲板火时应首先停止输油,使溢油停止,关断油阀。同时采用泡沫将火隔离起来,然后加以覆盖。

若不能将火与周围隔开,则应由下风方向向上风方向推移,逐片消灭,也可使用干粉从上风方向喷射,但注意风力,以防吹失。

对已关闭的油舱口,应用泡沫覆盖或喷雾水冷却,避免油类挥发,不使火势扩大。甲板有危险货物时应将其移开或隔离。

5.When a fire occurs in the cargo oil hold of bulk oil, close all openings such as the hatch cover, and then release CO₂fire extinguishing agent. Use dense water flow or blooming water flow to cool the deck, hull, or other structures around the fire area. When a fire occurs in the cargo oil hold, if the deck has been damaged or the hatch cover cannot be closed, spraying foam into the hatch or the damaged area can also control the fire.

If a fire occurs in the port, it should be reported to the maritime authorities and other departments in a timely manner.

5、散装石油的货油舱起火时,应将舱盖等各种开口关闭,而后施放CO₂灭火剂。用密集水流或开花水流对火区周围的甲板、舱壁或其他结构进行冷却。当货油舱起火时,如甲板已被损坏或舱盖无法关闭,往舱口或破损处喷射泡沫也可以控制火势。

火灾如发生在港内,应及时向海事主管机关等部门报告。
