On November 2nd, near the waters of Changxing Island in Dalian, a fishing boat registered in Panjin, Liaoning, capsized, resulting in 9 people missing. Preliminary on-site assessments suggest that the fishing boat may have capsized after a suspected collision, and the specific cause is under investigation. Relevant departments are fully organizing search and rescue operations, which are taking place near the waters of Jiangjun Stone in Wafangdian City.

11月2日,在大连长兴岛附近海域,一艘船籍港为辽宁盘锦的渔船发生翻扣,船上9人失踪。根据现场初步判断,该渔船可能发生了疑似碰撞后发生翻扣,具体原因正在调查,相关部门正在全力组织搜救工作,搜救现场在瓦房店市将军石附近海域。据介绍,目前,网络上传播的该船被日本船只撞翻的消息,为不实信息。

This is not the first time that a fishing boat has capsized near the waters of Changxing Island. In early September, a fishing boat returning from a catch capsized near the waters of Changxing Island, with one of the three fishermen on board rescued on the spot and two others missing. According to relevant reports, the accident boat encountered wind and waves on its return trip, and the crew contacted other boats for assistance. However, before the rescue boat arrived, the accident boat had already been capsized by the waves.

长兴岛附近海域已不是第一次发生渔船倾覆。在9月初,一艘捕捞归来的渔船在长兴岛附近海域倾覆,船上三名渔民一名当场获救,两名失联。据相关报道,事故渔船在回程途中遭遇风浪,船员联系船只前来接应,但未等救援船只到来,事故渔船已经被海浪倾覆。

In many maritime accident case analyses, it is generally the case that ports or areas with high traffic density and overall inadequate supervision have a higher chance of collisions. Similarly, ports or areas with significant tidal changes throughout the year and/or on weekends have a higher risk of grounding. The high accident rate in some ports is caused by a combination of factors, including: traffic separation schemes; the depth and width of navigable waters; the effectiveness of Vessel Traffic Information Systems (VTIS); the training of pilots and their navigational experience in the relevant areas; the influence of geographical location related to currents, weather elements, and other external factors.

在诸多海上事故案例分析中,一般而言,交通密度高且总体监管不力的港口或地区发生碰撞的几率会更高。同样,全年和/或周日潮汐变化显著的港口或地区,搁浅的风险会更高。有些港口的事故发生率居高不下是由多种因素共同造成的,其中较为突出的因素包括:分道通航制;可航水域的深度和宽度;船舶信息和交通管理系统(VTIS)的有效性;引航员的培训和在相关区域的航行经验;与海流有关的地理位置、天气要素的影响和其他外部因素。

Some high-risk vessel behaviors in grounding accidents

搁浅事故中的一些高风险船舶行为

1.The ratio of maximum speed to operational speed. This factor refers to the percentage of the maximum observed speed (AIS speed) of a vessel in the year before the accident in relation to its operational speed. Operational speed refers to the highest speed a vessel can maintain while navigating at sea with the deepest draft (summer draft). The higher the ratio of observed speed to operational speed, the greater the likelihood of a grounding accident.

1.最大航速与营运航速之比。该风险因素是指船舶在事故发生前一年内的最大观测速度(AIS速度)在船舶营运航速中所占的百分比。“营运航速”是指船舶在最深的海上吃水(夏季吃水) 状态下,在海上航行时可保持的最高航速。观测速度与营运航速之比越高,发生搁浅事故的可能性就越大。

2.Time spent navigating inland waters. This factor refers to the percentage of time a vessel spends navigating inland waters out of the total navigation time. The longer the time spent navigating inland waters, the higher the likelihood of an accident.

2.内河航行时间。该风险因素是指船舶在内河中航行的时间在总航行时间中所占的百分比。内河航行时间越长,船舶发生事故的可能性就越大。

3.Berthing at unfamiliar ports. This factor refers to the percentage of unfamiliar ports a vessel berths at in the year before the accident out of the total number of ports called at. When berthing at a port for the first time, the unknown risks are much higher, especially when the bridge crew members are unfamiliar with the port's infrastructure.

3.停靠陌生港口。该风险因素是指船舶在事故发生前一年内停靠的陌生港口数在停靠港口总数中所占的百分比。当首次停靠某个港口时,未知风险要高得多,特别是在驾驶台团队对港口的基础设施不熟悉的情况下。

4.Median speed time ratio (the higher, the better). This factor refers to the percentage of time a vessel spends navigating at a speed equivalent to the median speed (in whole knots) within a given year. The less the speed fluctuates, the lower the risk of grounding.

4.中位航速时间占比(越高越好)。该风险因素是指船舶在给定年度内以相当于中位航速的速度(以整节为单位)航行的时间占比。速度波动越小,搁浅的风险就越低。

5.The number of port berths. The more times a vessel berths at ports in a year, the higher the risk of grounding.

5.靠港次数。一年中停靠港口的次数越多,搁浅的风险就越大。

Beyond the traditional approach of attributing accidents to human error, the above factors give us a better understanding of grounding accidents and can help us determine whether feasible control measures can be taken to reduce risks.

在将事故归咎于人为失误的传统做法以外,以上风险因素使我们对搁浅事故有了更好的理解,也可以帮助我们判断可否采取切实可行的控制措施以降低风险。

Most insurance companies classify grounding and collision claims under navigational claims. However, the consequences and risk factors of these two types of accidents may be quite different. Compared to grounding, the response measures required for collisions may be very different, which is also reflected in the costs associated with case handling. In addition, the risk factors for the two types of accidents are significantly different.

Risk factors closely related to collision accidents

1.The proportion of time spent at anchor. This refers to the percentage of a vessel's total operating time that is spent at anchor. The longer a vessel spends at anchor, the higher the risk of collision.

2.The ratio of maximum speed to operational speed. This refers to the percentage of the maximum observed speed of a vessel in the past year in relation to its operational speed. This is a common risk factor in both grounding and collision cases.

3.The number of berths at busy ports. The higher the traffic volume of a port, the higher the associated risk factors.

4.Vessel acceleration situations. This refers to the percentage of a vessel's total operating time that it accelerates by more than 1.2 kilometers per minute. Relevant data indicates a clear correlation between frequent acceleration and collisions.

4.船舶加速情况。指船舶加速超过 1.2公里/分钟的时间在总营运时间中所占的百分比。相关数据表明,频繁加速和碰撞之间存在明确关联。

5.Total distance traveled. The more total nautical miles a vessel travels in a year, the lower the risk of collision.
